I'm a solo contractor — do I need an OHS action plan?

If you work alone with no employees, you are not subject. As soon as you hire an apprentice or labourer, the plan becomes mandatory.

Are CCQ and CNESST the same thing?

No. CCQ manages labour relations and training in construction. CNESST manages occupational health and safety. Both impose distinct obligations.
